Who Is A Permanent resident: a permanent resident is someone who must have been given the status of a permanent resident by settling down in Canada, but is not a Canadian citizen. - First is to check if you are a Canadian citizen if so why wasting time to apply for it though there are certain tests done to know if a person qualified .or maybe you inherited it from your parents or grandparents without knowing.
